What is Lease to Locals?

The Washoe County Lease to Locals Program aims to unlock existing housing stock for the local workforce. The program includes a set of one time incentives for homeowners who shift from short-term renting their home — or not renting at all — to 5 to 12+ month lease arrangements with locally employed tenants.

How the Program Works

Verify property qualifies

The property must be located within the Incline Village Crystal Bay Planning Boundary and must not have been rented long term in the past 12 months. This is defined as having had full-time tenants who paid rent to use the property as their primary residence, even if they were on a month-to-month lease.

Find qualifying tenants

At least one of the adult tenants in a household group must work at least 30 hours per week for an employer based out of or at a site within the Incline Village Crystal Bay Planning Boundary. The average income across all adults in the household must not exceed 200% of the area median income ($141,750).

Sign a Lease

Property Owners must sign either a seasonal (5-11 months) or long-term (12+ months) lease with a qualifying tenant group. See below for the grant amounts for property owners. The max rent that can be charged is $4,000/month and the property can not be rented to family members, unless the family member tenant has a disability.

Complete full application

Placemate will provide property owners a full application which needs to be completed before the incentive can be dispersed. The funds will be paid in two equal installments — one at the beginning of the lease, and one at the end of the lease. Incentives are a one time deal and do not renew after the lease term has ended.

Compliance

The applicant must comply with midway and final lease checks to ensure they are in compliance. If they are found out of compliance, they may be disqualified from receiving their second incentive payment.

*A qualifying tenant is defined as an adult working at least 30 hours per week for an employer based out of or at a site within the Incline Village Crystal Bay Planning Boundary. All children count cumulatively as one additional qualifying tenant.

Frequently Asked Questions

Single family homes, condos, townhomes, ADUs, or a room in owner occupied property in the Incline Village Crystal Bay Planing Boundary is eligible for the program. The property must not currently being rented long term and can not been rented to full time tenants at any point in the last 12 months, including on a month-to-month lease. Multi-family homes greater than four units, hotels and motels are not eligible for the Program.

Washoe County Lease to Locals program funds are from the 2021 American Rescue Plan Act (ARPA) – the program funds are required to be fully disbursed by the end of 2026. 

Lease to Locals aims to increase the supply of housing available for employees in the Incline Village Crystal Bay Planning Boundary by offering cash incentives to property owners who agree to convert their housing unit to be a new long term rental. 

Incentives are issued on a per qualified tenant basis. The grant is dispersed to homeowners in two installments — the first payment is dispersed once the lease has begun and tenants have moved in, and the second payment is dispersed when the lease has ended. Payments are made by Washoe County and are sent within 30 days of the start and end of the lease. Grants are a one time deal and do not renew after the lease term has ended.
