Providing property owners cash incentives to preserve long-term rentals for local employees.

How It Works

Building on the success of the Lease to Locals program in tourist towns nationwide, Placemate has launched a new initiative called Rooted Renters. This program is designed to preserve existing rental housing and provide long-term stability for the local workforce by offering multi-year cash incentives to owners of long-term rentals.

Tourist communities across the country have seen a surge in real estate prices, leading to a steep decline in the availability of long-term rental housing. Rising ownership costs have further strained landlords, impacting both rental availability and affordability.

Rooted Renters tackles these challenges through innovative public-private partnerships with local governments. Each program is tailored to the unique needs of its community, but all share the same goal: sustaining housing for the people who keep these towns thriving.

Placemate works with local housing departments to understand what type of housing inventory they've lost and what types of units we are trying to preserve. 
We then work together to determine the optimal incentive structure and incentive amounts and reach out to property owners who qualify for the program.
Lease to Locals units only go to local employees and their families and Placemate does all the compliance and reporting on the impact the programs are having.

Where the program operates

 

 

California

Launched in July 2024 this program offers incentives of up to $26,000 for property owners who lock in an affordable rate for three years to a qualified local household. 

The Town of Truckee provided funding of $500,000 in their pilot year and have committed an additional $1,000,000 for an additional program year in 2025.

Idaho

Launched in May 2025 this program offers incentives of up to $12,000 for existing landlords who continue renting to their existing tenants for 3 years.

The City of Ketchum provided funding of $150,000 in their pilot year.

Lease to Locals Markets

Ketchum, Idaho

Providing incentives up to $18,000 to property owners and property managers to convert short-term rentals into seasonal and long-term rentals.

Summit County, Colorado

Providing incentives up to $22,000 to property owners and property managers to convert short-term rentals into seasonal and long-term rentals.

Truckee, California

Providing incentives up to $18,000 to property owners to convert their properties into monthly, seasonal, and long-term rentals.

North Lake Tahoe, California

Providing incentives up to $24,000 to property owners to convert their properties into monthly, seasonal, and long-term rentals.

South Lake Tahoe, California

Providing incentives up to $10,000 to property owners to convert their properties into long-term rentals.
