What is Lease to Locals?

The Town of Orleans has partnered with Placemate to launch the Lease to Locals Program, an innovative initiative aimed at addressing the lack of long-term rental housing options. Lease to Locals is jointly funded by the Towns of Eastham and Orleans and offers one-time cash incentives to Eastham and Orleans homeowners who convert their housing units into long-term rentals for local employees or existing residents of Eastham and Orleans.

How the Program Works

Verify property qualifies

Properties must be located in Orleans, and must have not been rented year-round in the past 12 months. Full program guidelines can be found here.

Secure Tenants

A Qualified Household must have at least one Qualified Tenant who has been either an existing resident in Eastham or Orleans during the prior 12 months or employed at least 30 hours per week in Eastham or Orleans. Qualified Households are also subject to an income cap and no tenants can be of blood relation to the Owner (see FAQs below).

Sign a Lease

Property Owners must sign a long-term (12 month) lease with a Qualified Household. All Orleans properties must apply for and attain a rental certificate from the Town of Orleans.

Complete full application

Placemate will provide Qualified Property Owners an online application which needs to be completed before the incentive can be disbursed. Applications must be completed no later than 30 days following the start of the lease agreement. The funds will be paid in two equal installments—one at the beginning of the lease, and one at the end of the lease.

Compliance

The Qualified Property Owner and Qualified Tenant(s) must comply with midway and final lease checks to ensure they are in compliance. If they are found out of compliance, Qualified Property Owners may be disqualified from receiving additional incentive payments.

Incentive Amounts

Each dependent child in a household group will be considered 1 additional Qualified Tenant.

There is a maximum of three incentives per household. Property owners are eligible to participate with no more than 2 properties they own or have ownership in.

Frequently Asked Questions

Eligible properties must meet the following requirements:

  • Housing Unit: Eligible housing units are single- or multi-family homes, condominiums, or accessory dwelling units (ADU). Commercial lodging, deed restricted and subsidized units/properties are not eligible for participation in the program. 
  • Location: The Housing Unit must be located within the Town of Orleans.
  • New Rental: Full-time tenants cannot have occupied any portion of the Housing Unit on a property for more than the past 12 months. If tenants have occupied the Housing Unit on a property for less than 12 months, they must not currently be on a long-term lease. 
  • Legally Permitted: The Housing Unit must be a legally permitted dwelling unit and each bedroom in the unit must have a door and window. 
  • Status: The Housing Unit must have registered with the Town of Orleans and have an active rental registration certificate
  • Condition: The Housing Unit must meet basic health and safety standards required under Massachusetts general laws and regulations. 
  • Fair Housing Act: The property owner must comply with the Federal Fair Housing Act which prohibits discrimination based on race, color, religion, sex, or national origin. 

A Qualified Tenant must meet at least one of the following criteria:

  1. Eastham or Orleans resident for any length of time in the prior 12 months.
  2. Employed (or offered and accepted employment) in Eastham or Orleans at least 30 hours per week at the time of the Lease to Locals application.
  3. A dependent child of an adult in the Qualified Household.

A Qualified Household must have at least 1 Qualified Tenant and no tenants who are of blood relation to the property owner. Additionally, gross household income cannot exceed the maximum rates (250% CPA) based on household size in the chart below:

Signed Lease Agreement and Complete Application Packet: To confirm eligibility for participation in the program, the property owner must complete a program application (provided by Placemate) and provide a copy of a long-term lease signed by both the owner and a Qualified Household prior to the start of the lease or within 30 days of the start of the lease. 

Verified Tenant Eligibility: As part of a complete application, Placemate will collect documentation directly from tenants to verify their local employment, annual income, and in some cases local residency status. Lease Compliance Checks: The Qualified Property Owner must comply with the lease agreement for the full length of the lease and will be checked for compliance by Placemate at six (6) months into the lease and at the completion of the lease. Failure to comply with the lease requirements at any time will disqualify the Qualified Property Owner for incentive payments. 

Incentive payments are issued directly from the Town of Orleans and are broken into halves.

50% of the incentive is issued within 45 days after the start of the lease or 45 days after the application has been submitted (whichever is later). The other 50% is issued within 30 days after the end of the lease term.
